Aaron Alexis, the man who opened fire at the Washington Navy Yard on Monday and killed 12 people before being killed himself in a shootout with police, had complained to Rhode Island police a month ago about hearing voices. Alexis was undergoing mental health treatment from Veterans Affairs for paranoia and a sleep disorder, but his security clearance at the yard was not revoked. Officials in New Jersey said Tuesday the fire that consumed part of a Jersey shore boardwalk was started by accident because of wiring damaged in Superstorm Sandy. The fire, which began Thursday in Seaside Park and Seaside Heights, destroyed one-third of the boardwalk that was rebuilt in the aftermath of Sandy and cost $8 million.

Receding floodwater allowed many Colorado flood victims to return home Tuesday, which also allowed officials to account for more people. The number of missing people has dropped to about eight hundred, compared with estimates in the thousands in previous days. As many as eight people have died, however, officials said more bodies could be found in the weeks and months to come as they continue to search through areas cut off by water.

An explosion in the northwest Ohio town of Stony Ridge on Tuesday leveled a home, killed two people and injured three others. Investigators were trying to determine whether a propane tank near the home was the cause of the blast, which scattered debris for a quarter-mile. Officials did not name the victims.
