Two people died at the South by Southwest festival in Texas Thursday when a driver struck them with his vehicle. Austin Police Chief Art Acevedo said one victim was a man on a bicycle and the other a woman riding a moped. Police said the 21-year-old driver willfully drove into the crowd attempting to evade police before crashing into a parked van, escaping on foot and being subdued with a stun gun. Six days into the search process and investigators of the Malaysia Airlines Flight MH370 say they have no new information. “The situation is unprecedented,” acting Transport Minister Hishammuddin Hussein said Thursday. Possible signs of the missing aircraft with 239 people aboard include an oil slick, military radar reports of a wrong turn over the ocean and questionable Chinese satellite photos.

The U.S. Department of Justice filed a temporary restraining order against four juvenile corrections facilities Thursday. The department alleges that Ohio violates due process rights by denying juvenile inmates the rights to education, mental health care and physical exercise. Solitary confinement is used as a last resort to discipline inmates with mental health disorders, but the facilities offer no rehabilitation afterward.

Andrew Gans, the driver who Ohio State Troopers charged with killing a 77-year-old couple in car crash near Toledo, was been deemed incompetent to stand trail. The judge in the case decided that Gans will be sent to a psychiatric hospital in Toledo for a year until he is determined to be competent to face the charges. Gans’ attorney, Terrence Rudes, said his client had a history of mental illness.
